Analysis of the Austrian 2024 National Council Election: Focus on Healthcare and Nursing

Their strategy includes recruiting over 50,000 additional nursing professionals and elevating the profession’s appeal by improving working conditions, offering salary bonuses, and providing tax incentives for nursing insurance. The party also aims to enhance care quality by incorporating community nurses, which would help alleviate the workload on existing nursing staff over time. 

SPÖ: Fair Healthcare System with a Focus on Women and Improved Nursing

To make nursing a more appealing career, the party calls for fair working conditions, a return to traditional training programs, and adequate financial compensation for caregivers. They also propose expanding mobile services and implementing a nationwide care voucher system to provide financial relief to family caregivers. 

Furthermore, the FPÖ aims to reduce bureaucratic hurdles in the nursing sector, advocating for highly skilled nursing staff to assume greater responsibilities and be relieved from excessive documentation requirements. 

The Greens: Health Care Access for All  

On the other hand, The Greens are driven by the principle of “healthcare for all, regardless of income.” Their healthcare reform focuses on dismantling the two-tiered healthcare system, ensuring long-term financial sustainability to guarantee universal access to medical care. A particular focus is on affordable mental health services, with the party emphasizing that “no one should have to forgo necessary treatment due to financial constraints.” 

The Greens advocate for the creation of additional state-contracted physician positions and the establishment of more primary care centers, proposing 500 new positions to address gaps in the system. 

In the nursing sector, they emphasize improving working conditions and increasing pay for caregivers. Expanding “community nursing” and promoting mobile care services are also key components of their strategy, which aims to enable people to remain in their familiar surroundings. The Greens also support the introduction of a nationwide care voucher to alleviate the financial burden on family caregivers and streamline bureaucratic processes. 

NEOS: Unified Funding and Improved Nursing 

NEOS advocates for a comprehensive reform of the healthcare system to eliminate the so-called “funding jungle” and establish unified financing. This approach aims to ensure that the federal government, states, social insurance, and medical associations work collaboratively to deliver the highest quality healthcare. 

A primary objective is to bolster outpatient care through the widespread establishment of primary care centers. NEOS also champions the equal treatment of healthcare services both inside and outside hospitals, seeking to prevent competition between different care settings. Additionally, they propose advancing the digitization of healthcare systems, such as the introduction of online medical reports, to enhance efficiency and reduce patient waiting times. 

NEOS further suggests support models for home care and seeks to simplify training in nursing professions to address the shortage of skilled workers. Another key focus is on preventive care, with the goal of enabling older individuals to maintain independent lives and delay the onset of dependency on nursing services. 

Conclusion 

The healthcare and nursing policies proposed by Austria’s political parties reveal shared goals as well as marked differences in their approaches. While all parties are committed to enhancing healthcare and nursing services, their priorities and proposed solutions differ significantly. 

The SPÖ places a strong emphasis on a fair and comprehensive system, with a particular focus on gender-specific healthcare and improved working conditions for caregivers.
